Shelter

PHC operates the largest adult shelter in Washington County Oregon.

In addition to the county’s largest adult shelter, PHC also runs Severe Weather Shelters that open whenever temperatures or conditions become dangerous. These short-term, no-turn-away shelters provide lifesaving warmth, safety, and stability for anyone seeking refuge during extreme weather. These combined efforts reflect PHC’s commitment to safety, dignity, and care for every neighbor.

Hillsboro Shelter

This thoughtfully designed space offers 75 beds with the capacity to serve up to 88 guests each night. Every detail reflects a commitment to dignity, safety, connection, and community.

The shelter features a welcoming lobby that opens into a spacious kitchen and dining area where three nutritious meals are served each day. This shared space is also a place for connection—hosting movie nights, visits from healthcare providers, and support from partner organizations to help foster a sense of community and belonging.

The shelter provides both congregate and non-congregate sleeping options to support a wide range of needs, while also centering privacy, comfort, and safety by giving guests access to:

  • 36 indoor beds with privacy curtains, personal lockboxes, and dedicated storage
  • 39 enhanced outdoor sleeping units that offer increased privacy, safety, and a low-stimulation environment
  • 10 outdoor units designed specifically for couples, allowing partners to stay together while receiving support
  • Single-use bathroom stalls equipped with motion-monitoring safety alarms
  • 11 showers and 13 toilets, ensuring comfort and accessibility for guests, staff, and volunteers

Because pets are often vital sources of stability and companionship, the shelter is proudly dog-friendly. Two small dog parks—one at each end of the property—provide safe areas for dogs to play, while leashed guidelines ensure a welcoming environment for everyone.

Project Homeless Connect is honored to operate this trauma-informed, people-centered shelter made possible through meaningful community collaboration. Together with partners, volunteers, and supporters, we are building a safe and inclusive space rooted in dignity and connection.

Severe Weather Shelter

These shelters are activated when weather conditions create an immediate danger for unhoused people. Inclement weather shelters “pop-up” through the weather event and operate on a “no-turn-away” basis to ensure everyone seeking a safe place to sleep can have access. During the winter months, inclement weather shelters will be activated when: 

  • The forecasted temperature of 25° F (-3.9° C) or below; or 
  • Forecasted snow accumulations of 1.0 inch or more; or 
  • Forecasted temperature at or below 32° F (0° C) with driving rain of 1.0 inch or more overnight. 

During the summer months, inclement weather shelters will be activated when the heat reaches dangerous levels.
